In early July, the maximum load of Shenzhen power grid exceeded 12.5 million kilowatts. This means that the Universiade is currently experiencing the peak load period of the power grid during summer, and due to the flood prevention, wind prevention, and lightning protection season, the power supply guarantee for the Universiade has faced a series of major challenges.

Southern Power Grid attaches great importance to this and requests to fully devote itself to the power protection work of the Universiade in accordance with the principle of "protecting Guangdong, Guangdong, Shenzhen, and the Universiade", providing world-class power guarantee for hosting a "wonderful, simple, distinctive, and influential" Universiade.

Ensure power supply for the Universiade according to the standards of the Asian Games

Zhao Jianguo, Chairman and Party Secretary of China Southern Power Grid Corporation, and General Manager Zhong Jun have explicitly requested that in accordance with the Asian Games power supply standards, as a special level power supply guarantee task, the entire network should be mobilized to ensure large-scale power supply guarantee.

It is reported that according to the overall work plan for ensuring power supply during the Universiade, China Southern Power Grid has achieved seamless integration of the three-level power supply guarantee plan at the grid, provincial, and local levels, and the key work tasks at the grid, provincial, and local levels have been implemented one by one. At the same time, they strengthened communication with the Guangdong Provincial Party Committee and Government, the Shenzhen Municipal Party Committee and Government, and the Universiade Executive Bureau, closely relying on the government to carry out work and effectively promoting the construction of power grids and venue electrical engineering.

Southern Power Grid insists on building a strong power grid architecture as the material basis for ensuring power supply, seizes the historical opportunity of the Universiade, focuses on solving the difficulties in power grid construction, and fully accelerates the construction of the main and distribution network projects, which were all completed on June 29th.

Drawing on the experience of equipment operation and maintenance in the Asian Games, they have developed a series of work standards for the operation and management of power supply equipment, special testing and inspection standards, hidden danger outlines, etc., to carry out relevant maintenance work with higher standards and ensure the "*" operation of power supply equipment during the event.

At the same time, organize the preparation of power supply scheduling and operation plans for the Universiade at all levels, carefully analyze the risks and weak links in the operation of the power grid, and formulate and implement relevant control measures; Strengthen the risk prevention and control of power grid operation, with comprehensive risk management as the main line, enhance system security management, strengthen emergency management, establish 27 emergency teams, and carry out 143 emergency drills.

In the comprehensive "Happy Universiade, Vibrant Southern Power Grid" themed service activities carried out by Southern Power Grid, the grid personnel fully draw on the successful experience of the Asian Games themed service activities, with the goal of improving customer satisfaction. Starting from five aspects including reliable power supply, safe electricity use, service quality, service brand, and "one-stop service", comprehensive measures have been formulated to focus on improving power security capabilities and service levels.

In response to the shortage of power supply personnel for the competition venues of the Universiade, Southern Power Grid took the initiative to take responsibility and made every effort to solve the problems for the Shenzhen Municipal Government. Nearly 2000 professional and technical backbones were selected to join the operation team of important venues such as the Universiade competition venues and opening and closing ceremonies.

Before the arrival of the Universiade, Guangdong Power Grid Company mobilized 322 technical backbone personnel in two batches to support Shenzhen in carrying out special tests, equipment operation and maintenance, electricity inspection and other work. On the basis of this, they also implemented 176 substation operators to assist in the implementation phase of power supply guarantee duty. To this end, Guangdong Power Grid has invested 5.788 billion yuan and arranged 335 main and distribution network construction and renovation projects. In the context of heavy construction tasks and tight construction schedules, they strengthened construction management, formulated meticulous construction plans, and made every effort to accelerate the project progress.

At the same time, Guangdong Power Grid attaches great importance to safety management, ensuring that safety management is in place, responsibilities are in place, and measures are in place. With the commissioning of major projects, they have effectively improved the power supply capacity of the Shenzhen power grid and the power transmission capacity to eastern Guangdong, strengthened the network structure in the Shenzhen area, and significantly improved the power supply reliability of various venues.

At present, they have deployed 6830 security personnel throughout the province to conduct dynamic inspections to ensure the safety of key power facilities. Each task is closely linked, laying a solid foundation for the comprehensive completion of power protection work. *The secondary hazard investigation work has been completed, and the second hazard investigation is being carried out in an orderly manner. The completion rate of major hazard rectification is 100%.

According to the "Emergency Plan for Wind and Flood Prevention during the Implementation Phase of Guangdong Power Grid Company's Universiade" and four sub plans for power grid, equipment, communication, and venue power protection, after strict evaluation of the wind and lightning protection capabilities of the power grid, they have formulated and completed 63 wind prevention and lightning protection renovation plans for transmission and distribution lines and 367 lightning protection renovation plans.

At the same time, Guangdong Power Grid organized various directly affiliated power supply bureaus to reorganize and update the list of power supply equipment for the Universiade; Reorganize the emergency team for ensuring power supply, clarify the emergency forces of 1916 personnel in the main network, 4399 personnel in the distribution network, and 106 personnel in the communication network, as emergency resources that can be flexibly allocated during the implementation phase of ensuring power supply.

In terms of power supply guarantee and service work, Guangdong Power Grid has allocated 42 emergency power generation vehicles from 16 power supply bureaus in the province to support Shenzhen. All emergency power generation vehicles are currently stationed at the Universiade venues.

It is reported that Guangdong Power Grid has applied its experience in Asian Games power supply protection to 250 special projects, strictly following the management methods of "form based" and "traffic light based" to achieve full process control of power supply protection. The preparation stage work has been completed.

We are ready to ensure power supply for the Universiade

On June 12th, the key project of Dayuanbao Power Supply -500 kV Kunbao Line Project was put into operation; On June 19th, the Xiuli supporting cable line project was put into operation. From June 12th to 29th, seven projects including the installation of temporary load high-voltage cabinets at Shenzhen Bay Sports Center were put into operation, and all 77 distribution network supporting projects for the Universiade were completed. On June 30th, all 17 main network projects supporting the Universiade were completed and put into operation.

According to the deployment of Southern Power Grid and Guangdong Power Grid, in order to ensure the operation of the opening ceremony infrastructure project, the Shenzhen Power Supply Bureau has dispatched staff to the Universiade Executive Bureau to advance the work and initiate the supervision of the entire process of venue and important user infrastructure projects; Strictly grasping key points, controlling progress, and recording the entire process of construction key nodes have effectively promoted the construction of power grids, venue electrical engineering, and other work.

It is reported that they conducted pre testing and regular inspections on 166 substations, 298 transmission lines of 110 kV and above, and 151 distribution rooms within the scope of large-scale and special grade power supply. A total of 55 emergency defects and 247 major defects were found in the power supply equipment, all of which have been eliminated so far.

In response to potential natural disasters during the Universiade, they have implemented measures such as installing heavy hammer pressure equalization rings and jumper brackets on jumper insulators to reinforce the seven circuits that are prone to wind induced tripping, reducing the wind induced tripping rate. Cooperate with Hong Kong China Power Company on the operation and maintenance technology of power supply equipment to further enhance the operation and maintenance level of power grid equipment in Shenzhen.

It is reported that the Shenzhen Power Supply Bureau has conducted a detailed investigation and grasp of the electricity consumption and power supply situation of important power users in various competition and training venues, contracted hotels and restaurants, important transportation hubs, major event venues, hospitals, news media, etc. in the Shenzhen area. Based on this, the bureau has formulated power guarantee manuals for each important user and signed power guarantee responsibility agreements.

The "secret weapons" that played an important role in ensuring power supply during last year's Asian Games have also been applied to the power supply battlefield of this year's Universiade, which are "one venue, one booklet" and "one household, one booklet". These two booklets provide detailed records of the transmission and distribution lines, load distribution, emergency plans, and other related information for each venue. With just one booklet in hand, on-site staff can fully understand the venue's power protection information and quickly handle emergency faults.
