On January 14th, Yunnan Province held a policy interpretation press conference on the "Action Plan for Accelerating the Construction of a Modern Industrial System and Promoting the Construction of an Industrial Strong Province", officially releasing a clear signal to accelerate the construction of a modern industrial system with Yunnan's unique advantages and comprehensively promote the construction of an industrial strong province.
It is reported that this action plan was jointly issued by the Yunnan Provincial Party Committee Office and the Provincial Government Office on January 9th. Based on the actual development of Yunnan, the document clarifies the overall goals, key tasks, and guarantee measures for building a modern industrial system and promoting the construction of a strong industrial province in the future period, providing a clear roadmap for high-quality industrial development.
The press conference clearly stated that in the next stage of Yunnan's industrial development, the three core goals of "expanding scale, optimizing structure, and consolidating position" will be anchored. On the one hand, we aim to achieve a total industrial output value of over 2 trillion yuan in the province by 2027, and increase the proportion of non tobacco and non energy industries in the above designated industries by about 3 percentage points; On the other hand, by creating "three bases and one destination" - an important national clean energy base, a strategic non-ferrous metal industry base, a modern ecological agriculture base with plateau characteristics, and a world tourism destination with a golden signboard, Yunnan's industrial advantage position will be continuously consolidated and enhanced.
In terms of key task layout, Yunnan will focus on three directions: strengthening resource-based industries, consolidating characteristic advantageous industries, and cultivating emerging future industries, and build a "4+5+6" industrial development matrix. Specifically, we will strengthen, optimize, and expand the four resource-based industries of green aluminum, silicon photovoltaics, phosphorus chemicals, non-ferrous and precious metals; Consolidate and enhance the five characteristic advantageous industries of plateau agriculture, cultural tourism, green energy, tobacco, and modern logistics; Unite to break through six strategic emerging and future industrial tracks, including biomedicine, new materials, advanced equipment manufacturing, digital economy, low altitude economy, and biomanufacturing.
To ensure the effective implementation of the action plan, the document strengthens support from three dimensions: policy measures, service integration, and responsibility implementation. We will adhere to the combination of an efficient market and a proactive government, and introduce supporting measures around key areas such as technology empowerment, environmental optimization, open cooperation, and factor guarantee. At the same time, we will establish a hierarchical promotion mechanism to ensure that all tasks are implemented effectively.
