National parks are specific land or marine areas approved and managed by the state, with clear boundaries and the main purpose of protecting representative large-scale natural ecosystems, achieving scientific protection and rational utilization of natural resources; A natural park is a type of nature reserve that focuses on protecting important natural ecosystems, natural relics, and natural landscapes, and combines ecological conservation, scientific research and popularization, and moderate utilization functions. National parks, nature parks, and nature reserves together form a gradient management framework of "strict protection ecological conservation moderate utilization", which is an important component of China's ecological environment protection and construction work.
Recently, in order to better implement the important measures of the National Park Law and strengthen the evaluation of the ecological environment protection effectiveness of the natural protected area system with national parks as the main body, the Ministry of Ecology and Environment has issued two technical specifications, "Technical Specifications for Evaluation of Ecological Environment Protection Effectiveness of National Parks (Trial)" and "Technical Specifications for Evaluation of Ecological Environment Protection Effectiveness of Natural Parks (Trial)".
It is reported that the two technical specifications aim to help relevant departments timely grasp the ecological environment status and dynamic changes of nature reserves, promote the scientific and standardized evaluation of the effectiveness of ecological environment protection in nature reserves, and provide technical support for ecological environment departments to fully fulfill their ecological environment supervision responsibilities in nature reserves. The development process revolves around the requirements of the "Guiding Opinions on Establishing a Nature Reserve System with National Parks as the Main Body", and is based on the theories and methods of ecology, conservation biology, environmental science and engineering, remote sensing science and technology, and other related disciplines. It can effectively ensure a solid scientific foundation and reliable methods for the assessment work.
The Technical Specifications for Evaluating the Effectiveness of Ecological Environment Protection in National Parks (Trial) focus on large-scale natural ecosystems, highlighting the "national representativeness" and "authenticity and integrity of ecosystems", and selecting 22 indicators such as the number of flagship species and carbon sequestration for evaluation; The Technical Specification for Evaluating the Effectiveness of Ecological Environment Protection in Natural Parks (Trial) focuses on the balance between ecological protection and recreational functions of natural parks, selecting 12 indicators such as the proportion of main natural ecosystem distribution area and sewage collection and treatment rate for evaluation.
