In order to implement the spirit of the Central Xinjiang Work Symposium, the National Matchmaking Support for Xinjiang Work Symposium, and the Symposium on Enterprise Participation in Supporting Xinjiang Work, as well as the content of the meeting between Sun Qin, Secretary of the Party Group and General Secretary of China National Nuclear Corporation, and Nur Bekri, Chairman of Xinjiang Uygur Autonomous Region, in late April this year, on August 20th, at the Central Enterprise Industrial Assistance Promotion Conference held in Urumqi, Qiu Jiangang, member of the Party Group and Vice General Manager of China National Nuclear Corporation, and Kuresi Maihasuti, Vice Chairman of Xinjiang Uygur Autonomous Region, respectively signed the "Comprehensive Strategic Cooperation Agreement between the People's Government of Xinjiang Uygur Autonomous Region and China National Nuclear Corporation" and the "Project Construction Agreement between the People's Government of Xinjiang Uygur Autonomous Region and China National Nuclear Corporation" (Coal Development and Utilization) on behalf of both sides.

During the meeting, CNNC Jinyuan Uranium Industry Company signed the "Ili Kazakh Autonomous Prefecture People's Government and China National Nuclear Corporation Project Construction Agreement" (Ili Uranium Project) with Ili Prefecture, and CNNC New Energy Investment Co., Ltd. signed the "Hami Regional Administrative Office and China National Nuclear Corporation Project Construction Agreement" (Wind Power Project) with Hami Prefecture.

This time, the State owned Assets Supervision and Administration Commission of the State Council led 120 leaders of central enterprises to gather in Urumqi and jointly held a promotion conference for central enterprise industrial aid to Xinjiang with the Xinjiang Uygur Autonomous Region and Xinjiang Production and Construction Corps. The number and specifications of central enterprises participating in the promotion conference are in the process of Xinjiang's economic development. At the promotion conference, central enterprises signed nearly 90 projects with Xinjiang Uygur Autonomous Region and Xinjiang Production and Construction Corps, with a total investment of over 700 billion yuan, all of which will start construction before 2012.

Industrial assistance to Xinjiang is a major deployment of the Party Central Committee and the State Council, and an important mission of central enterprises. China National Nuclear Corporation (CNNC) actively participated in the planning of a number of coal, wind power and other industrial aid projects to Xinjiang, and started construction during the 12th Five Year Plan period. This is an important measure for CNNC to establish provincial (district) level industrial clusters, and also an important step for CNNC's new energy sector to actively enter other energy and resource fields after process reengineering.

According to statistics from the State owned Assets Supervision and Administration Commission of Xinjiang Uygur Autonomous Region, as of the end of last year, 44 central enterprises in Xinjiang had participated in investment and development in industries such as petroleum and petrochemicals, coal, electricity, metallurgy, and building materials, with a total asset value of 573.9 billion yuan. At present, the contribution rate of central enterprises to the added value of Xinjiang's industry exceeds 70%, playing a pivotal role in the local economic development pattern.

It is reported that during the 12th Five Year Plan period, the investment scale of central enterprises in Xinjiang will exceed 1 trillion yuan. According to the plan of the State owned Assets Supervision and Administration Commission of the State Council and more than one hundred central enterprises, in the future, the central enterprises will, in accordance with the requirements of sustainable resource development and ecological environment, develop advantageous characteristic industries and emerging strategic industries in Xinjiang, such as petroleum and petrochemical, coal power and coal chemical industry, nonferrous metals, and promote project construction at a high starting point, high level and in a beneficial manner. In particular, they will aim at the surrounding markets in Central and South Asia and establish export product production bases and modern logistics bases in Kashgar and Khorgos special economic development zones.
