It is reported that the "List" closely focuses on national strategies such as dual circulation, ecological civilization construction, and high-quality development in China, as well as macro policy guidance and major strategic layout of family level new areas during the "14th Five Year Plan" period. It firmly seizes major opportunities such as the launch of "new infrastructure" projects and the construction of "six fields" projects by the country, and focuses on 16 key areas including digital technology, transportation, energy, water conservancy, municipal engineering, manufacturing, modern services, modern agriculture, ecological environmental protection, and social livelihood. Sinopec's existing assets in Tianjin are over 70 billion yuan. According to the agreement, during the 14th Five Year Plan period, Sinopec will plan to invest an additional 70 billion yuan in key projects. Both parties will jointly promote the construction of the Tianjin Petrochemical Nangang 1.2 million tons/year ethylene and downstream new material industry cluster project, the Sinopec Tianjin LNG Phase III expansion and comprehensive utilization of cold energy project, the Sinopec Beihua Institute pilot base project, the Sinopec lubricating oil base project, and the Sinopec hydrogen energy industry cultivation and application project, further promoting the transformation and upgrading of Tianjin's petrochemical industry and achieving high-quality development.

At the same time, both sides will actively study and explore the trade of bulk products such as crude oil, natural gas, and chemicals in the Tianjin Pilot Free Trade Zone; Jointly promote Sinopec's natural gas business in Tianjin, the development and utilization of new energy such as geothermal and waste heat, as well as the construction of refined oil pipelines and sales networks; Jointly ensure the safe and stable operation of Sinopec's pipeline storage and transportation facilities in Tianjin; Relying on the Tianjin Haihe Industry Fund, we will jointly promote the establishment of an industrial investment fund, mainly targeting early and medium-term innovation investments in industries such as new energy, new materials, energy conservation and environmental protection, and intelligent manufacturing.
