Recently, the China Coal Industry Association released the "Guiding Opinions on High Quality Development of the Coal Industry in the 14th Five Year Plan" (draft for comments), proposing a series of work goals for optimizing the production capacity structure, price system, and high-quality development of the coal industry in the next five years.

The coal mining industry urgently needs transformation and upgrading

Coal is the black 'gold' of China. Currently, China is facing industrialization and urbanization, and the new normal of economic development cannot do without coal. From the perspective of newly confirmed coal reserves in China, in recent years, the newly confirmed reserves have shown a fluctuating trend, with 2017 reaching a new high in recent years. By 2018, there had been a decline compared to the same period in 2017.

The industry problem is becoming increasingly prominent. Due to the gradual concentration of production capacity in the three western regions, the dependence of coal demand on the three western regions is strengthened, and the overall loose coal production capacity coexists with regional, varietal and temporal supply tensions. Among them, the problems caused by overcapacity include difficulties in asset and debt disposal, corporate financing, and the heavy and difficult task of resettling employees in old mining areas. Other aspects include: the urgent need for policy support to promote clean and efficient development and utilization of coal; Promoting the transformation of the coal industry towards a production-oriented service-oriented model still faces institutional constraints, and so on. Where does the coal industry go from here?

Two industry development directions during the 14th Five Year Plan period

During the 14th Five Year Plan period, the role of the coal industry as a ballast stone for China's energy security and stable supply has been established and will remain unchanged. It will continue to maintain its dominant position in the energy system for a long time to come. However, with the decrease in the cost of developing and utilizing new and renewable energy, it is expected that the average annual growth rate of coal will fall by about 1%, and its proportion in the energy consumption structure will continue to decline.

At the same time, the intelligentization and intelligent logistics of coal mines will continue to promote the transformation and upgrading of the industry, becoming a highlight of the coal industry in the new era, while strengthening the efficient and green mining and utilization of coal. Deepening the structural reform of the coal supply side has entered a new stage of development and is also an important lever for deepening industry reform.

Intelligent coal mining production as an important driving force

In recent years, in order to enhance the market competitiveness of enterprises, achieve complementary advantages, mutual benefit and win-win results, coal machinery equipment enterprises have actively promoted joint restructuring, acquired core businesses, and significantly improved the production scale, research and development capabilities, and product supporting capabilities of coal machinery equipment.

The upgrading of intelligence has become an opportunity for the long-term development of the coal mining industry in the future. With the increase in industry concentration and the expansion of coal mine scale, the coal industry is showing a trend towards mechanization and intelligence. Data shows that in 2010, the mechanization rate of coal mining and excavation in China was 65% and 52% respectively. According to the "13th Five Year Plan" for the development of China's coal industry, the mechanization level of coal mining in China will reach 85% and the mechanization level of excavation will reach 65% by 2020.

High quality development enhances the concentration of production capacity

The "Guiding Opinions on the High Quality Development of the Coal Industry in the 14th Five Year Plan" (Draft for Comments) released this time has provided guidance for the high-quality development of the industry in the next five years. The demand for coal is expected to continue to grow steadily and slightly positively in the next five years. The domestic industry's production capacity structure is expected to be further optimized, and the concentration is expected to be further improved. The construction of intelligent mining is expected to make significant progress. At the same time, strict control of the import of low-quality coal such as low calorific value coal and high sulfur coal is expected. In addition, the current coal medium to long term cooperative pricing system will continue to be recognized, and coal prices are expected to fluctuate slightly in the.

From the demand side, it is expected that the dominant position of coal in the energy system will remain unchanged, and the average annual growth rate of coal is expected to decline by about 1% during the 14th Five Year Plan period. From the perspective of production capacity, by continuing to resolve excess capacity, phasing out outdated coal mines, promoting intelligent construction of coal mines, and facilitating mergers and acquisitions, the number of coal mines has been reduced from around 5300 to around 4000; 65 open-pit mines of tens of millions of tons have been built, with a production capacity of nearly 1 billion tons per year (as of the end of 2019, there were 44 mines with a production capacity of 696 million tons); Establish 10 billion ton coal enterprises (7 at the end of 2019); The 14 large-scale coal bases with excellent resource endowments are planned to achieve a production of 3.96 billion tons, accounting for 96.6% of the domestic target production.

The coal mining industry urgently needs transformation and upgrading

Two industry development directions during the 14th Five Year Plan period

During the 14th Five Year Plan period, the role of the coal industry as a ballast stone for China's energy security and stable supply has been established and will remain unchanged. It will continue to maintain its dominant position in the energy system for a long time to come. However, with the decrease in the cost of developing and utilizing new and renewable energy, it is expected that the average annual growth rate of coal will fall by about 1%, and its proportion in the energy consumption structure will continue to decline.

At the same time, the intelligentization and intelligent logistics of coal mines will continue to promote the transformation and upgrading of the industry, becoming a highlight of the coal industry in the new era, while strengthening the efficient and green mining and utilization of coal. Deepening the structural reform of the coal supply side has entered a new stage of development and is also an important lever for deepening industry reform.

Intelligent coal mining production as an important driving force

In recent years, in order to enhance the market competitiveness of enterprises, achieve complementary advantages, mutual benefit and win-win results, coal machinery equipment enterprises have actively promoted joint restructuring, acquired core businesses, and significantly improved the production scale, research and development capabilities, and product supporting capabilities of coal machinery equipment.

The upgrading of intelligence has become an opportunity for the long-term development of the coal mining industry in the future. With the increase in industry concentration and the expansion of coal mine scale, the coal industry is showing a trend towards mechanization and intelligence. Data shows that in 2010, the mechanization rate of coal mining and excavation in China was 65% and 52% respectively. The demand for coal is expected to continue to grow steadily and slightly positively in the next five years. Recently, the China Coal Industry Association released the "Guiding Opinions on High Quality Development of the Coal Industry in the 14th Five Year Plan" (draft for comments), proposing a series of work goals for optimizing the production capacity structure, price system, and high-quality development of the coal industry in the next five years.

The coal mining industry urgently needs transformation and upgrading

Coal is the black 'gold' of China. Currently, China is facing industrialization and urbanization, and the new normal of economic development cannot do without coal. From the perspective of newly confirmed coal reserves in China, in recent years, the newly confirmed reserves have shown a fluctuating trend, with 2017 reaching a new high in recent years. By 2018, there had been a decline compared to the same period in 2017.

The industry problem is becoming increasingly prominent. Due to the gradual concentration of production capacity in the three western regions, the dependence of coal demand on the three western regions is strengthened, and the overall loose coal production capacity coexists with regional, varietal and temporal supply tensions. Among them, the problems caused by overcapacity include difficulties in asset and debt disposal, corporate financing, and the heavy and difficult task of resettling employees in old mining areas. Other aspects include: the urgent need for policy support to promote clean and efficient development and utilization of coal; Promoting the transformation of the coal industry towards a production-oriented service-oriented model still faces institutional constraints, and so on. Where does the coal industry go from here?

Two industry development directions during the 14th Five Year Plan period

During the 14th Five Year Plan period, the role of the coal industry as a ballast stone for China's energy security and stable supply has been established and will remain unchanged. It will continue to maintain its dominant position in the energy system for a long time to come. However, with the decrease in the cost of developing and utilizing new and renewable energy, it is expected that the average annual growth rate of coal will fall by about 1%, and its proportion in the energy consumption structure will continue to decline.

At the same time, the intelligentization and intelligent logistics of coal mines will continue to promote the transformation and upgrading of the industry, becoming a highlight of the coal industry in the new era, while strengthening the efficient and green mining and utilization of coal. Deepening the structural reform of the coal supply side has entered a new stage of development and is also an important lever for deepening industry reform.

Intelligent coal mining production as an important driving force

In recent years, in order to enhance the market competitiveness of enterprises, achieve complementary advantages, mutual benefit and win-win results, coal machinery equipment enterprises have actively promoted joint restructuring, acquired core businesses, and significantly improved the production scale, research and development capabilities, and product supporting capabilities of coal machinery equipment.

The upgrading of intelligence has become an opportunity for the long-term development of the coal mining industry in the future.
