meet the requirements
Those who have obtained a first level testing license for the installation (repair, testing) of power facilities can engage in testing activities for all voltage levels of power facilities. The applicant shall meet the following conditions:
1The proportion of total assets that are suitable for carrying out the installation (repair, testing) of power facilities shall not be less than 15%.
2. Technical Manager, Safety Manager
Applicants for first to third level licenses must have at least 5 years of experience in the installation, maintenance, or testing management of power facilities that are suitable for the type of license being applied for, and hold intermediate or higher professional titles in power related fields; Those who apply for a first level license should have a senior professional title in the field of electricity.
3. Professional technical and skilled personnel
For those applying for first to third level licenses, there shall be no less than 50, 30, and 15 professional and technical personnel in the field of electric power, among whom no less than 30, 15, and 5 have intermediate or above technical qualifications respectively; There shall be no less than 60, 30, and 20 professionals with specialized skills in the field of electricity, including no less than 30, 15, and 10 high-voltage electricians.
4. For those applying for Level 1 to Level 3 licenses, in addition to meeting the above conditions, they should also have the following performance that is suitable for the category and level of the license being applied for:
1) For those applying for Level 1 to Level 3 installation permits, they should have a track record of engaging in the installation of transformer (distribution) and line facilities with voltage levels below 330 (220) kV, 110 (66) kV, and 35 kV and above, respectively, within the past three years, and the quality should be qualified; During this period, the annual engineering settlement income engaged in power facility installation business shall not be less than 200 million yuan, 100 million yuan, and 30 million yuan respectively.
2) For those applying for Level 1 to Level 3 maintenance or testing licenses, they should have a track record of engaging in maintenance or testing activities for transformer (distribution) and line facilities with voltage levels below 330 (220) kV, 110 (66) kV, and 35 kV and above, respectively, in the past two years.
The Measures for the Administration of License for Installation (Repair, Testing) of Power Facilities shall come into effect on October 11, 2020. The "Measures for the Administration of License for Installation (Repair, Testing) of Power Facilities" (Order No. 28 of the State Electricity Regulatory Commission) announced by the former State Electricity Regulatory Commission on December 18, 2009, are hereby abolished.
