Towards 2050! The Netherlands plans to build a 'multi in one' innovative sewage treatment plant

Recently, a local water committee in the Netherlands approved a proposal to build a new sewage treatment plant. This is a response to the Dutch government's plan for a circular economy by 2050 and has attracted coverage from multiple domestic media outlets in the Netherlands. Innovative sewage treatment plant that integrates multiple aspects

At the end of 2018, the Vallei en Veluwe Water Commission in the Netherlands approved a proposal to build a new sewage treatment plant in the town of Wilp in Gelderland province. They claim that this will be a "multi in one" sewage treatment plant, which will replace some of the incoming water from the nearby Terwolde sewage treatment plant. In addition to providing clean water, the factory also extracts various reusable raw materials. This project will help Vallei en Veluwe Water Authority further advance its plan to achieve a comprehensive circular economy by 2050.

New Concept Water Plant

Although many water committees in the Netherlands are interested in the concept of circular economy in sewage treatment plants, Vallei en Valuwe is one that has put it into practical action early on. The positioning of this planned sewage treatment plant is high - they hope to increase its nitrogen and phosphorus recovery rate by 75%, remove 80% of pharmaceutical residues, and reduce sludge production and chemical usage by 90%. Bert van Vreeswijk, a relevant official of Vallei and Veluwe Water Committee, said: 'This is a unique concept.'. In the past year, we have been discussing with other companies such as Witteveen+Bos on how to find project opportunities for this project and continuously improve the design plan. I am pleased to see the current achievements and progress. ”

The nitrogen and phosphorus recovery rate of the new water plant can be increased by 75%, removing 80% of pharmaceutical residues, and reducing sludge production and chemical usage by 90%.

Henry van Veldhuizen, strategic advisor of Vallei en Veluwe Water Council, explained, "These technologies are used in some water plants. Our innovation lies in their recombination." He referred to technologies such as separation of rainwater and sewage pipelines, modular components, electrocoagulation, DAF dissolved air flotation process, nanofiltration, reverse osmosis, and ion exchange methods. ”We hope this sewage treatment plant will be maintained for the next 20-30 years, "Mr. Van Veldhuizen said.

In 2018, the Water Commission had already held discussions with Witteveen+Bos, a Dutch water treatment engineering company, and now they have decided to further transform their ideas into practical applications. Mr. Van Veldhuizen said that they plan to conduct a six-month pilot test first, and then start construction in early 2020, and officially put it into operation in 2021.

multi-party cooperation

In this project, the government partners of Vallei and Veluwe Water Authority include the Voorst municipal government where Wilp is located and the Ministry of Infrastructure and Water Resources Management in the Netherlands; The cooperative enterprises include waste treatment operators Attero and Schoneveld Breeding; The Dutch Water Application Research Foundation STOWA, Wageningen University and Research Center (WUR), and Aquaminerals will participate as knowledge partners.

In terms of engineering, Witteveen+Bos and Royal HaskoningDHV will form construction teams together with the Water Commission. They first carry out a pilot project to further investigate and verify the design concept. The design work of the new water plant will also be deepened simultaneously. The preliminary site selection for the pilot project has been set in Wilp, as it is close to Schoneveld Breeding and Attero companies, but the final address is expected to be confirmed by the Chinese side in 2019.

This sewage treatment plant will maintain its excellence in the next 20-30 years.

Van Veldhuizen stated that the investment cost for this sewage treatment plant is 20-30 million euros. For the Water Commission, this is a significant investment of considerable value, so they need to seek additional financial support through government subsidies and financing from partners, such as applying for funding from the National Drug Residue Research Project funded by the Ministry of Infrastructure and Water Resources Management, and also seeking funding from the EU's LIFE+project.

circular economy

Carola Schouten, Minister of Agriculture, Nature and Food Quality of the Netherlands, released a vision document in 2018 titled 'Agriculture, Nature and Food: valuable and connected'. In the document, she sees circular agriculture as the ultimate solution to climate change and resource scarcity. In recent years, the Netherlands has been experimenting with a circular economy and sees it as a future development opportunity. According to a preliminary assessment by the Dutch National Institute of Applied Technology (TNO), the circular economy will increase the annual revenue of various fields involved in the Netherlands by 7.3 billion euros, create 54000 jobs, and reduce the required raw materials by 100000 tons, equivalent to one-quarter of the country's annual imports of raw materials.

The concept of circular economy in the Netherlands is to utilize raw materials as efficiently as possible, recycle used products, reduce waste, and minimize the burden on the environment. This is exactly the goal that Vallei en Valuwe Water Committee wants to achieve through this new concept sewage treatment plant.
