The Jiangsu Provincial Government and the Ministry of Ecology and Environment signed a cooperation framework agreement on March 15th to jointly build a pilot province for modernizing the ecological environment governance system and governance capacity.

In the past, the Ministry of Ecology and Environment only launched joint construction between departments and provinces for individual projects, and the joint construction of governance systems and governance capabilities was still prevalent nationwide.

Provide environmental support for high-quality development

According to the agreement, the Ministry of Ecology and Environment and Jiangsu Province will establish a cooperation mechanism based on the principles of first mover, joint construction and sharing, and cooperative innovation. The goal is to achieve positive results in filling gaps, adjusting structures, and optimizing the environment in Jiangsu Province after three to five years of efforts. The quality of the ecological environment will be significantly improved, and ecological environment supervision, rule of law, economic policies, and reform and innovation will be at the forefront. It will become a demonstration area for strict institutional and legal protection of the ecological environment, a demonstration area for high-level protection of the ecological environment, a prominent area for systematic governance of environmental problems, and a practice area for ecological environment damage compensation system. It will accumulate experience and provide demonstration for the modernization of the national ecological environment governance system and governance capacity.

The cooperation includes six aspects: promoting the ecological environment supervision system, policy system, rule of law system, social action system, management system reform, and modernization of governance capacity.

The new concept of "zero waste city" appears in the agreement. It is an advanced urban management concept, and the agreement proposes to support the pilot construction of "waste free cities" in Jiangsu Province where conditions permit.

High level promotion to solve environmental problems

A high-level ministerial provincial cooperation leadership group has been established for this joint construction pilot project, with the leader jointly serving as the Minister of Ecology and Environment and the Governor of Jiangsu Province. Under the high-level promotion, the Ministry of Ecology and Environment will cooperate with our province to establish mechanisms for regional response, pollution prevention and control, environmental impact assessment consultation, information communication, etc., to guide major industrial transformation and layout adjustment.

The Ministry of Ecology and Environment will also support and guide Lianyungang and other coastal cities to carry out the pilot work of the "Bay (Beach) Chief System"; Support the 'Healthy Yangtze River, Taizhou Action', jointly build the Taizhou Satellite Ecological Environment Application Demonstration Base, and achieve full coverage of applications in the Jiangsu section of the Yangtze River Basin; Support the construction of national ecological environment restoration demonstration zones such as Jiawang District in Xuzhou.

The agreement also specifies the establishment of a joint conference system for cooperation between departments and provinces, with an annual meeting held in Jiangsu or Beijing to determine the annual key work task list, coordinate major cooperation matters, evaluate cooperation effectiveness, and summarize and promote typical experiences.
