Analysis of the rural sewage treatment industry in 2018 shows that the increase in penetration rate has become the main logic for industry development
On March 5, 2019, Pan Biling served as a member of the National Committee of the Chinese People's Political Consultative Conference for three consecutive terms. As a "big proposer", Pan Biling has always insisted on speaking out for environmental protection. This year, Pan Biling has brought more than ten proposals, which still focus on the field of environmental protection and poverty alleviation.
After years of in-depth research, Pan Biling found that the problem of rural sewage treatment is becoming increasingly prominent. According to statistics, there are 2.5 million natural villages and 670 million rural population in China, with a sewage treatment rate of less than 10%. A large amount of rural domestic sewage is directly discharged without treatment, seriously affecting the local drinking water safety and water ecological environment. The 13th Five Year Plan for Comprehensive Rural Environmental Improvement emphasizes that by 2020, 130000 newly established villages will have completed comprehensive environmental improvement, and the domestic sewage treatment rate should be greater than 60%. ”Therefore, Pan Biling brought the proposal of "Suggestions for Promoting Rural Domestic Sewage Treatment", and it is imperative to accelerate the treatment of rural domestic sewage.
The disorderly discharge of rural domestic sewage, untreated and unused feces, and various types of sewage seriously pollute the soil, surface water, and groundwater, becoming an important source of pollution for the rural environment. This situation has led to the phenomenon of rural river water turning black and odorous, fish and shrimp disappearing, mosquitoes and flies breeding, and the spread of diseases caused by bacterial eggs in sewage, posing a great threat to the health of the masses. The treatment of rural domestic sewage is urgent.

Various indicators of rural sewage treatment are gradually improving
In 2018, the rural sewage discharge in China was approximately 23 billion tons, a year-on-year increase of 7.5%. The volume of rural sewage discharge in China is astonishing. Currently, most of the rural sewage in China relies on natural evaporation, indicating a strong market demand for rural sewage treatment.
In addition to discharging sewage, the proportion of administrative villages that treat domestic sewage is also gradually increasing. According to the annual report on the construction and operation of urban sewage treatment facilities by the Ministry of Housing and Urban Rural Development, it can be seen that more than 90% of county towns in China have built sewage treatment plants, and the field of urban sewage treatment is approaching saturation. Therefore, in recent years, the competition in municipal sewage treatment has become increasingly fierce, presenting a market form of a red ocean. At the same time, there are huge shortcomings in the rural sewage treatment market. In 2017, the proportion of administrative villages in China that treated domestic sewage was about 25.0%. But we can see that the penetration rate is gradually increasing, and the proportion of administrative villages in China that treat domestic sewage will gradually increase in the future, which is also the main development logic of rural sewage treatment in China.
At the same time, we can see from the investment situation in rural sewage treatment in China that this logic is gradually strengthening. Since 2013, China's investment in rural sewage treatment has been continuously increasing. In 2017, the investment in rural sewage treatment in China reached 14.42 billion yuan, a year-on-year increase of 46.10%. Its growth rate is much higher than the growth rate of rural sewage discharge in China.
The industry's short - to medium-term trend forecast is upward, but it is under long-term pressure
With the high attention paid by the country to the rural ecological environment, the rural sewage market needs to achieve comprehensive coverage and meet standards in a short period of time, while sewage treatment facilities need to operate stably in the long term. A whole county packaged rural sewage facility PPP model or EPC+O government procurement service model has been launched nationwide.
Nearly 800 million people in China live in rural areas and small towns, and there is a huge market space for rural sewage treatment. In 2017, the rural sewage treatment rate in China was about 17.19%, and it is predicted to reach 35% by the end of the 13th Five Year Plan. According to statistical data, the rural sewage treatment industry generated an output value of approximately 61.4 billion yuan in 2018, which can increase to 84.5 billion yuan in 2020 and reach 140 billion yuan by 2024.
However, while being optimistic, we should also recognize the risks in this industry, which are the deepening of urbanization in China and the gradual reduction of rural population. In the future, the discharge of sewage in the entire rural area should be gradually reduced. Of course, this phenomenon will not be reflected temporarily, but it can be said to be a major risk point for this industry.
According to data from the National Bureau of Statistics, the rural population in China has decreased to 564 million in 2018, accounting for 40.42% of the total population.
