During the 11th Five Year Plan period, the total investment of Xizang's "household electrification" project was 2.92 billion yuan, benefiting 762600 people.

Under the guidance of the Western Development Strategy and the spirit of the Xizang Work Forum, the "household electrification" project covering 20 provinces (districts, cities) in China was launched in 2006. In July of the next year, the government of the Xizang Autonomous Region and the State Grid Corporation of China signed the minutes of talks on the construction of the "household electrification" project, which defined the goal of "household electrification": by 2010, through a reasonable extension of the power grid, efforts will be made to solve the electrification problems of 32 counties, cities (districts) that have power supply and asset relationships with Xizang Electric Power Co., Ltd.

During the "Eleventh Five Year Plan" period, with the support of the State Grid Corporation of China, Xizang Branch built and renovated 78 110 kV and 35 kV substations, with 27000 kilometers of overhead lines. There are 272 townships (towns) and 2349 administrative villages in 32 counties, cities (districts) in Xizang, benefiting 762600 people.

The area of the Xizang Autonomous Region accounts for about one eighth of the total area of the country, with a population of only 3 million. The majority of people without electricity live in remote mountainous areas. Construction workers overcame difficulties such as lack of oxygen, high altitude, and deep mountains and valleys to extend the power grid to the maximum extent possible. As a beneficiary herder said, the power grid is "built all the way to the village and into the mountains and valleys".

The "Electricity for Every Household" project has promoted the increase of income for farmers and herdsmen, achieving the goal of building a project that benefits the people in one area. Since the start of the project, 420600 farmers and herdsmen have participated in the construction, resulting in a cumulative income increase of 19.7835 million yuan. Farmers and herdsmen bid farewell to kerosene lamps and diesel engines, while televisions, electric butter barrels, washing machines, and computers entered ordinary households. The "household electricity connection" project has enhanced Xizang's development capacity and promoted the local leapfrog development. The agricultural and pastoral areas have caught the fast train of the Western Development, greatly improving medical, health, and teaching conditions, and significantly improving production and living standards. The Education Bureau of Nanmulin County has already allocated 11 computers to Wanxiao in Labupu Township, but they have not been used. After having electricity, the school has launched a distance education plan, teaching methods such as Tibetan input and office software usage. Each class has a computer interest group. Senior children use drawing software to depict their hometowns, the distant capital Beijing they see on TV, and the ocean world they have never encountered before.

During the "Twelfth Five Year Plan" period, the state will further increase investment in areas without electricity in Xizang. The State Grid Corporation of China is actively communicating closely with the Xizang Autonomous Region to implement the "household electrification" project for the extension of the large power grid in 12 counties outside the power supply area. The milestone Qinghai Tibet Internet project is about to be completed, and more farmers and herdsmen will have access to electricity and make good use of it.
