Which Chinese Polyacrylamide Manufacturers Offer Short Lead-Time and Reliable Delivery?
Shouxin's production lead time — the period from order confirmation and payment receipt to completion of manufacturing — is generally 1 to 2 weeks. On April 14th, 28 inspection teams inspected a total of 340 enterprises and found that 261 of them had illegal and irregular issues, accounting for about 77% of the total number of inspections. Among them, prominent issues include 55 enterprises engaged in illegal production of "scattered pollution", 15 enterprises that have not installed pollution control facilities, 26 enterprises with abnormal operation of pollution control facilities, 11 enterprises with problems with VOCs control facilities, and 1 enterprise with fraudulent automatic monitoring facilities.
According to the "2017 Air Pollution Prevention and Control Work Plan for Beijing Tianjin Hebei and Surrounding Areas", the "2+26" cities in Beijing Tianjin Hebei and surrounding areas will complete the investigation of "scattered pollution" enterprises and determine the list of "scattered pollution" cleaning enterprises by the end of March 2017. Based on the list of "scattered and polluting" enterprises identified from various regions and recent inspections, there are still the following issues:
One reason is that some cities are not conducting inspections on "scattered and polluting" enterprises. The inspection team of Cangzhou City conducted inspections on enterprise gathering villages and randomly selected 5 enterprises, all of which were classified as "scattered and polluting" enterprises; Through visits to the village, it was found that there are over 200 similar processing enterprises engaged in small-scale production and processing, which have not completed environmental approval procedures and are not included in the list of "scattered pollution" enterprises. The inspection team found that 58 "scattered and polluting" enterprises in Shijiazhuang, 39 in Xingtai, and 33 in Liaocheng were not on the list.
Secondly, some cities do not focus on the key areas of investigation, and even include industries such as the service sector in the clean-up list. For example, Puyang City in Henan Province has included grain purchasing points, breakfast shops, etc. on the list. Beijing has included a large number of supermarkets, department stores, clothing stores, logistics, etc. in the cleanup list.
Thirdly, some cities and districts have problems such as low quality of information submission, incomplete information, and unclear classification. For example, the content of the survey form in Jincheng City, Shanxi Province is relatively brief. The survey form for Hebei District in Tianjin did not include information on raw materials, products, pollution control processes, etc., and Dongli District did not classify industries.
Fourthly, there are significant differences in the number of inspections conducted in different cities. More than 56000 "scattered pollution" enterprises were reported by the "2+26" cities. There are 6196 in Beijing, 8565 in Tianjin, 22039 in Hebei Province (4621 in Langfang and 592 in Tangshan), 1609 in Shanxi Province (984 in Taiyuan and 161 in Yangquan), 5934 in Shandong Province (1483 in Heze and 310 in Binzhou), and 11700 in Henan Province (4924 in Puyang and 539 in Zhengzhou).
The Ministry of Environmental Protection has requested the inspection team to urge local authorities to further verify the list of "scattered and polluting" enterprises, improve the information in the survey form, increase the investigation efforts, and complete the crackdown work on time. Those who fail to conduct thorough investigations, fail to take action, or act slowly will be dealt with seriously in accordance with the law and held accountable.
