We will vigorously control coal pollution, formulate a county wide coal reduction plan, refine and decompose the annual coal reduction tasks, clarify reduction measures, and ensure that the total coal consumption decreases year by year. Vigorously promote clean coal. Last year, the county promoted a total of 7477 tons of clean coal and 1522 clean coal stoves. At present, all "urban villages" in the county and urban areas have used clean coal. At the same time, the county also inspected 64 batches of samples from 53 coal sales units and 11 household coal units, effectively controlling the source of pollution. Accelerate the replacement of clean energy in rural areas. Promote 14100 clean combustion stoves, replace 46000 tons of loose coal in rural areas, and promote 600 tons of straw fuel. We have vigorously promoted the control of industrial pollution and carried out in-depth investigations into exhaust gas pollution in industrial enterprises. Special inspections were conducted on industries such as rubber, cement, chemical, and hot-dip galvanizing. More than 60 rubber and plastic enterprises in the county upgraded their mixing workshops, and 12 hot-dip galvanizing enterprises underwent coal to gas and coal to electricity technology upgrades. Accelerate the treatment of volatile organic pollutants. Among the 16 enterprises included in the county's VOC control task, currently, one enterprise has eliminated the VOC related process, and all 15 enterprises have completed the VOC control task. At the same time, efforts have been made to strengthen the control of industrial smoke and dust, promote the replacement of all key enterprises and coal-fired boilers with a capacity of less than 10 tons with clean energy boilers, and upgrade pollution control facilities to ensure that pollutants are discharged in compliance with standards.

We will vigorously control dust pollution and assign specialized personnel to subcontract 31 construction and demolition sites in the urban area. We will fully implement the "New 15" standards for building construction in Hebei Province, including closed enclosures, road hardening, vehicle washing, watering to suppress dust, and waste material recycling. As a result, construction dust has been effectively controlled, and the environment and hygiene of construction sites have significantly improved. For road dust, the county strictly implements the road watering and dust suppression system, and the mechanized cleaning rate of roads reaches over 98%, with the mechanized cleaning rate of urban main roads reaching 100%. At the same time, the county strictly controls the transportation of road debris and other vehicles to avoid problems such as uncleaned and uncovered vehicles driving on the road, leaks, and spills. In response to dust in the material yard, a comprehensive inspection of the coal pile and material yard has been carried out, and the "three prevention and one covering" measures of "anti-seepage, leak prevention, dust prevention, and full coverage" have been implemented. Responsibility agreements have been signed with various owners to ensure the cleanliness and tidiness of the coal pile and material yard.
