01/Notice from the Hubei Provincial Department of Science and Technology and the Hubei Provincial Department of Finance on Issuing the "Management Measures for Hubei Science and Technology Innovation Vouchers (Trial)"

In 2022, the Department of Science and Technology and the Department of Finance of Hubei Province issued the "Management Measures for Science and Technology Innovation Coupons in Hubei Province (Trial)" document. As of now, two batches of enterprises have completed the public announcement of redemption. Innovation coupons refer to financial subsidy vouchers that support technology-based enterprises to purchase corresponding science and technology innovation services from science and technology service institutions through financial funding subsidies. The innovation voucher is implemented by the enterprise paying the service fee in full in advance, and then redeeming the approved amount to the enterprise after the service is completed. The application, acceptance, and redemption of innovation coupons are fully managed through electronic and networked processes.

In 2023, after expert review and public announcement by the Hubei Provincial Department of Science and Technology, Zeheng Metrology Testing (Hubei) Co., Ltd. became the fourth batch of "Hubei Province Innovation Voucher Service Institutions". Qualified enterprises can apply for our company's testing and verification services after receiving the coupons. Once our company approves, they can proceed with redemption, which will be based on 30% of the actual amount incurred, with a maximum subsidy of 200000 yuan.

Qualifications for redeeming 2023 Science and Technology Innovation Coupons:

1National technology-based small and medium-sized enterprises that will be registered in 2022 (qualification valid only before March 31, 2023); National technology-based small and medium-sized enterprises included in the 2023 inventory;

2High tech enterprises that are currently valid and have a sales revenue of less than 200 million yuan in the previous year;

3After the launch of the 2023 Science and Technology Innovation Work (February 15, 2023), the list of incubating enterprises that have been entered by the innovation carrier in the Science and Technology Innovation Voucher Service Platform has been completed;

2023 Science and Technology Innovation Voucher Collection Process:

Enterprises that meet the above requirements can go to the (Hubei Province Science and Technology One Network Technology Service Integration Platform) and click on "I want to receive coupons" or "Get coupons". After successfully receiving the coupons, they can apply for services at our company and proceed with the redemption process.

1Small and medium-sized technology-based enterprises, as well as high-tech enterprises, can check the corresponding list on the "Hubei Science and Technology One Stop Platform".

2Provincial level and above technology enterprise incubators, university science and technology parks, and crowdsourcing spaces shall provide a list of incubating enterprises provided by the incubators, university science and technology parks, and crowdsourcing spaces.

2023 Science and Technology Innovation Voucher Subsidy Standards:

1Innovation coupons are issued in the form of electronic coupons, with a total application amount of no more than 200000 yuan per enterprise per year. They are valid for the current year and can be redeemed on a first come, first served basis. Failure to redeem on time will result in automatic cancellation;

2The redemption limit for innovation coupons is 30% of the actual amount incurred by enterprises in purchasing technology innovation services, with a maximum of 200000 yuan;

3Enterprises that have already enjoyed the city (state), county (city, district) innovation voucher policy will no longer receive duplicate subsidies.
