Jiangsu Province promotes low-carbon economy, chemical industry takes the lead in pilot projects

Recently, at the low-carbon economy pilot work promotion meeting held in Jiangsu Province, the province approved 24 units to carry out low-carbon economy pilot projects, including 4 cities, 10 pilot parks, and 10 pilot enterprises. Among them, more than half of the chemical pilot parks and chemical pilot enterprises bravely took the lead in the pilot projects.
  
Currently, China's economic development is facing new environmental pressures, and the proportion of traditional industries in the industrial structure is still relatively high. The problems of high energy consumption and high emissions in economic operation continue to exist. Jiangsu, as a major economic province in China, is also a province with limited resources and environmental capacity. To further promote economic development, it is necessary to transform its development mode. To this end, at the promotion meeting of low-carbon economy pilot work in Jiangsu Province, Vice Governor Xu Ming stated that a number of low-carbon ecological cities, low-energy emission new parks, and low-carbon circular enterprises will be built through pilot projects to promote rapid economic development from point to area.
  
According to Mao Weimin, Director of the Development and Reform Commission of Jiangsu Province, in order to carry out the low-carbon economy pilot project in our province solidly, effectively, and representativeness, there are two main ideas for grasping the pilot project: one is to consider the balance of the southern, central, and northern regions of Jiangsu, as well as the different types of parks; The second is to consider making choices between high carbon and low-carbon industries, striving to balance them. The overall approach is based on the standards and requirements of the demonstration zone, in order to facilitate future expansion and promotion.
  
The reporter learned that among the 24 pilot units, there are four cities: Wuxi, Huai'an, Rugao, and Liyang; The 10 pilot parks are Nanjing Jiangning Economic and Technological Development Zone, Jiangsu Yixing Economic and Technological Development Zone, Xuzhou Economic and Technological Development Zone, Xinyi Wuxi Industrial Park, Jintan Photovoltaic Industry Park, Suzhou Industrial Park, Kunshan National High tech Industrial Development Zone, Jiangsu Yancheng Environmental Protection Industrial Park, Yangzhou Economic and Technological Development Zone, and Taizhou Pharmaceutical High tech Industrial Development Zone; The 10 pilot enterprises are Jiangsu Gaochun Ceramics Co., Ltd., Jiangsu Huating Liquor Industry Co., Ltd., Changzhou Tianhe Solar Energy Co., Ltd., Jiangsu Hengsheng Fertilizer Co., Ltd., Jiangsu Shagang Group Co., Ltd., Jiangsu Jiujiu Jiujiu Technology Co., Ltd., Lianyungang Sanjili Chemical Industry Co., Ltd., Jiangsu Huaihe Chemical Co., Ltd., Jiangsu Danyang Fulihua Co., Ltd., and Jiangsu Luling Runfa Chemical Co., Ltd. It is worth mentioning that, given the characteristics and importance of the industry, more than half of the pilot parks and enterprises are chemical parks and chemical enterprises.
  
Currently, Jiangsu has included the intensity of carbon dioxide emissions per unit of GDP as a binding indicator in the 12th Five Year Plan, striving to reduce carbon dioxide emissions by 19% during the 12th Five Year Plan period. Therefore, the primary task of the 24 pilot units is to develop practical and feasible measures based on their own actual situation to carry out their work. It is understood that from the implementation plans submitted by various pilot units, it can be seen that the basic direction of low-carbon economic development in Jiangsu Province in the future. For example, Jiangning Economic and Technological Development Zone in Nanjing will explore the establishment of a low-carbon park construction index system, limit the entry of high carbon industries from the perspective of carbon emissions, and create a green entry threshold; Suzhou Industrial Park is accelerating the construction of public service platforms such as low-carbon technology transfer, low-carbon economy certification, and low-carbon economy exhibition.
  
As one of the pilot enterprises, Jiangsu Hengsheng Fertilizer Co., Ltd. has continuously invested huge amounts of funds in process updates and technological upgrades in the practice of low-carbon economy. Starting from reducing the unit consumption of raw coal, it has vigorously promoted energy conservation and emission reduction. According to Zhou Xueqiang, the head of the Safety and Environmental Protection Department of the company, in recent years, a total of more than 200 million yuan has been invested in technological transformation and energy conservation and emission reduction funds, and multiple key projects have been implemented, including the addition of blowing air recovery boilers, "three waste" mixed combustion furnaces and other devices, raw coal screening pretreatment, gas desulfurization and recovery, and the improvement of low-carbon emission reduction projects such as the production water circulation treatment system. Currently, the coal consumption per ton of ammonia has decreased by 16.2 kilograms year-on-year, and the electricity consumption per ton of ammonia has decreased by 46.5 kilowatt hours. In addition, the company has invested nearly 100 million yuan in the treatment and recycling of "three wastes", and has currently achieved the full recycling of waste residue, exhaust gas, and wastewater.
  
According to Ye Ziliang, director of the Environmental Protection Office of Jiangsu Yixing Economic Development Zone, the pilot park, as the development zone is located in the upper reaches of the the Taihu Lake Lake basin, the park has extremely strict restrictions on chemical industry. In recent years, it has stopped accepting new chemical projects and only chose to settle in low carbon emerging industries such as solar energy and software. For general chemical projects, a more remote chemical gathering area will be set up for resettlement, but the process of settling in the project also strictly controls the green threshold and low-carbon scale, otherwise even if the economic benefits are good, it will be rejected.
