How to equip a complete hazardous waste laboratory?
In order to implement the Environmental Protection Law of the People's Republic of China and the Solid Waste Pollution Prevention and Control Law of the People's Republic of China, prevent and control environmental pollution caused by hazardous waste, strengthen the management of hazardous waste, protect the ecological environment, and safeguard human health, this standard is formulated. The standard number of "General Rules for Identification Standards of Hazardous Waste" is GB 5085.7-2019, which replaces GB 5085.7-2007 and is implemented on January 1, 2020.
1. Normative reference documents
This standard references clauses from the following documents. Any referenced document without a specified date shall have its valid version applicable to this standard.
GB 5085.1 Identification Standards for Hazardous Waste Corrosivity Identification
GB 5085.2 Identification criteria for hazardous waste - Initial screening for acute toxicity
GB 5085.3 Identification criteria for hazardous waste - Identification of leaching toxicity
GB 5085.4 Identification Standards for Hazardous Waste - Flammability Identification
GB 5085.5 Identification Standards for Hazardous Waste Reactivity Identification
GB 5085.6 Identification Standards for Hazardous Waste - Identification of Toxic Substance Content
GB 34330 General Rules for Identification Standards of Solid Waste
HJ 298 Technical Specification for Identification of Hazardous Waste
National Hazardous Waste List (Order No. 39 of the Ministry of Environmental Protection)
2. Identification program
The identification of hazardous waste should be carried out according to the following procedure:
2According to legal regulations and GB 34330, determine whether the item or substance to be identified belongs to solid waste. If it does not belong to solid waste, it does not belong to hazardous waste.
2If it is determined to be solid waste, it shall first be identified based on the National Hazardous Waste List. Solid waste listed in the National Hazardous Waste List is classified as hazardous waste and does not require identification of hazardous characteristics.
2Solid waste that is not listed in the National Hazardous Waste List but has corrosiveness, toxicity, flammability, and reactivity cannot be excluded. It should be identified according to GB5085.1, GB 5085.2, GB 5085.3, GB 5085.4, GB 5085.5, and GB 5085.6, as well as HJ 298. Solid waste with one or more hazardous characteristics, including corrosiveness, toxicity, flammability, and reactivity, is classified as hazardous waste.
2Solid waste that is not listed in the National Hazardous Waste List and cannot be identified according to hazardous waste identification standards, but may have harmful effects on human health or the ecological environment, shall be identified by experts organized by the ecological environment department of the State Council.

4. Sequence of Laboratory Business Operations
How to equip a complete hazardous waste laboratory? We should consider from the following three aspects.
1. Business source requires identification of waste types
2. Laboratory conditions; Space, ground load-bearing capacity, environmental ventilation, safety conditions, etc
3. Is the budget sufficient.
For example, a third-party laboratory rented a laboratory building with ventilation ducts. The initial area was 500 square meters, but later expanded to 1000 square meters. The main source of business was to undertake hazardous waste identification services from the environmental protection department, and most of the samples were solid liquid combustion and corrosive. The laboratory purchased equipment with its own funds. The device configuration method is as follows:
V HeadBatch purchase of equipment for corrosion testing (metal corrosion tester), identification of liquid and solid flammability (closed flash point tester, boiling point tester, liquid continuous combustion tester, solid combustion rate tester), and physical and chemical parameter equipment (pH value, melting point, relative density tester, viscosity);
vthe second batchWhen in contact with water or acid, flammable or toxic gases are produced (using a water release testerQinghuaReactive testing equipment), waste oxidants or organic peroxides (oxidizing solid testing equipment, oxidizing liquid testing equipment), gaseous flammable hazardous waste (gas hazard characteristic testing equipment);
vThe third batch of other identification category equipment.
