——Half year inventory of the new round of rural power grid renovation and upgrading project of State Grid Corporation of China

On January 5, 2011, the Premier of the State Council presided over a State Council executive meeting and decided to implement a new round of rural power grid renovation and upgrading projects. One month later, State Grid Corporation of China held a rural power work conference in Beijing to deploy and mobilize the new round of rural power grid renovation and upgrading work during the 12th Five Year Plan period and in 2011. At the end of July this year, State Grid Corporation of China held another key work promotion meeting and on-site meeting for rural power grid renovation and upgrading in Wuhu, Anhui. In addition to summarizing the work in the first half of the year, the engineering tasks for rural power grid renovation in the second half of the year were further mobilized.

The power supply area of State Grid Corporation of China covers 26 provinces (regions, cities) across the country, serving over 276 million rural customers and 667 million agricultural population, accounting for about 80% of the country's rural population. This also means that the launch of the rural power grid renovation by State Grid Corporation of China is essentially equivalent to the comprehensive launch of a new round of rural power grid renovation. Now, half a year after the State Council launched a new round of rural power grid renovation, how has the series of rural power work carried out around the upgrading of rural power grid renovation progressed in the past six months? What starting point will it take in the second half of the year and in the longer term? Our reporter will compare the goals proposed by State Grid Corporation of China at the beginning of this year with the results of the middle of the year, and present the progress of this project, known as the "De Zheng Project" and "Min Xin Project", in the form of keywords.

Making every effort to maintain the safety and stability of rural electricity is the primary factor in ensuring the progress of all work. Therefore, State Grid Corporation of China has also placed the goal of safety production at the forefront of all work, emphasizing the requirement to adhere to risk prevention and control, and comprehensively ensure the safety and reliability of rural electricity.

At the beginning of the year, measures and goals were proposed to organize a "look back" on the governance of power supply and consumption safety hazards. Combined with the implementation of the rural power grid renovation and upgrading project, the governance of power grid side safety hazards will be basically completed by the end of the year.

Secondly, we will focus on establishing a long-term mechanism for agricultural power safety. Establish and improve the responsibility system for agricultural power safety production at all levels; Deepen the construction of standardization; Accelerate the elimination and replacement of products with "familial" defects; Efforts should be made to strengthen the construction of the rural power grid emergency system, accelerate the construction of the county power supply enterprise emergency command center, implement various disaster prevention measures, and carry out emergency response work quickly, safely, and locally.

Thirdly, it is necessary to effectively strengthen the safety and quality of construction, as well as the safety management of rural electricity and small hydropower stations. Solidly carry out special inspections on rural electricity safety. Strengthen the safety management of small hydropower stations, promote standardized construction, strengthen the monitoring and governance of dam safety hazards, and consolidate the foundation of safety management of small hydropower stations.

● Mid year completion status *, focusing on the safety risk control activities of "grasping execution, grasping process, and establishing mechanism", research has been carried out to improve the agricultural power safety responsibility system and strengthen on-site operation safety risk control.

Secondly, the "Outline for Flood Control Safety Inspection of Storage type Small Hydropower Stations" and the "Detailed Rules for Safety Production Management Rating of Small Hydropower Stations" have been formulated and issued. Spring agricultural power safety inspections were conducted on 8 grid provincial companies, and flood prevention inspections were conducted on 4 grid provincial companies for small hydropower stations. Produced and promoted the 'Agricultural Power Safety Warning Education Promotion Video (II)'.

We have solidly carried out the "look back" on the governance of safety hazards in rural power grids, identified 877 hidden dangers, and rectified a total of 861, with a rectification rate of 98.2%. In the first half of the year, some typical cases of safety management emerged, such as Anhui, Jiangxi, Tianjin and other power companies strengthening the safety management of outsourced projects; Hunan, Jiangxi and other power companies utilize standardized operation platforms; North China Power Grid and Hebei Electric Power Company have developed and applied a remote monitoring platform for on-site safety operations; Chongqing Electric Power Company relies on "promoting safety through technology" to enhance the intrinsic safety of the enterprise; Sichuan Electric Power Company effectively strengthens the management of small hydropower stations; Gansu Electric Power Company carries out safety knowledge training and examination for rural power employees in layers.

Thirdly, a survey on rural electricity safety was conducted, and residual current operated protection devices were randomly inspected, resulting in the development of the "Bidding Specification for Residual Current Operated Protection Devices". Organized and carried out the "Three Ones" campaign for rural electricity safety, with a total of more than 1450 concentrated electricity safety activities, mobilized 310000 people, distributed over 20.3 million electricity safety promotional materials, and played over 1.6 million episodes of safety electricity promotional videos.

At the beginning of the year, measures and goals were proposed to ensure the connection between the "12th Five Year Plan" for rural power grid development and the three-year renovation and upgrading plan, and to timely organize the implementation of the investment plan for 2011. Give full play to the leading management and comprehensive coordination role of the agricultural power work departments of each provincial power company, implement the management responsibilities of all levels of engineering, and ensure the progress, standardized management, and excellent quality of engineering construction. Strengthen the management of key links such as engineering plans, funds, materials, bidding, contracts, and archives, strictly prohibit the misappropriation of construction funds, strictly follow local government regulations to carry out household offline and facility renovation work, and strictly prohibit illegal charges or forcing farmers to contribute. In the first half of the year, State Grid Corporation of China conscientiously implemented the "Notice of the General Office of the State Council on Forwarding the Opinions of the Development and Reform Commission on Implementing a New Round of Rural Power Grid Transformation and Upgrading Projects" (Guobanfa [2011] No. 23), issued the "Opinions on Doing a Good Job in the New Round of Rural Power Grid Transformation and Upgrading Work", accelerated the progress of the project, improved the engineering control mechanism, established a leading organization for rural power grid transformation and upgrading projects, formulated the "Management Measures for Rural Power Grid Transformation and Upgrading Projects", standardized the design and construction competitive negotiation process of rural power grid transformation and upgrading projects of 10 kV and below, standardized the filing of engineering project documents and materials, organized the compilation of technical standards and management documents for rural power grid transformation and upgrading.

From January to June this year, the State Grid Corporation of China completed an investment of 27.44 billion yuan, accounting for 56.2% of the previously issued investment plan of 48.8 billion yuan, for the renovation and upgrading of the rural power grid system. 2211 projects were started, accounting for 98% of the total number of projects; County power supply enterprises sold 786.1 billion kilowatt hours of electricity, a year-on-year increase of 14.41%; The electricity fee recovery rate for that year was 99.999%, while Chen's outstanding electricity fee recovery rate was 10.99%; The reliability rate of rural power supply has reached 99.664%, an increase of 0.035 percentage points year-on-year; The comprehensive voltage qualification rate of rural power supply has reached 97.685%, an increase of 0.223 percentage points year-on-year.

In the first half of the year, State Grid Corporation of China organized special inspections of rural power grid projects in 10 provinces, and cooperated with the National Development and Reform Commission's Major Project Inspection Office to complete the special inspection of Shaanxi's rural power grid. We conducted research on the construction of demonstration counties for rural power grid transformation and upgrading, held a special symposium, and clarified the work objectives and requirements. Actively cooperate with the National Energy Administration to study and arrange the investment plan for the company's 2011 rural power grid renovation and upgrading, as well as power construction projects in areas without electricity; Implement the work deployment of the three ministries and commissions on the renovation and upgrading of agricultural and forestry power grids; Research on the supporting issues of water-saving irrigation power facilities in Jilin farmland. Based on the principle of 'making good use of electricity' by the people, we aim to improve the level of power supply services in rural networks.

The measures and goals proposed at the beginning of the year are closely integrated with the rural power grid renovation and upgrading project and daily agricultural power safety production work, focusing on improving the power supply capacity of the rural power grid, increasing voltage regulation methods, optimizing reactive power compensation, lean operation management and demand side management, and enhancing technological support capabilities. Adhering to the principle of equal emphasis on technology and management measures, we will increase the promotion and application of typical methods for comprehensive management of "low voltage" in rural areas. Establish a sound mechanism and method for evaluating the effectiveness of comprehensive management of "low voltage" to ensure the timely completion of comprehensive management goals. Deepen the research and pilot work on theoretical methods for improving power supply capacity, key technologies for improving voltage quality, comprehensive solutions for "low voltage" management, and related supporting technical standards, further enhance the theoretical and practical foundation of "low voltage" management, and promote the comprehensive management of "low voltage" in rural areas.

As of the end of June, State Grid Corporation of China has invested a total of 14.69 billion yuan to comprehensively manage 61.3% of "low voltage" users and solve the low voltage problem of 10.749 million households. This has been achieved through measures such as adjusting distribution transformer taps, adjusting three-phase load imbalances, strengthening demand side management of low voltage users, strengthening power grid construction, improving the power supply capacity of medium and low voltage lines and distribution transformers, increasing voltage regulation and reactive power compensation capabilities.

At the beginning of the year, measures and goals were proposed to solve prominent problems in the county's power supply enterprises within one year, establish a long-term mechanism to prevent prominent contradictions and problems, and maximize the elimination of various hidden dangers and contradictions that affect enterprise reform, development, safety, and stability. Strengthen the risk control of agricultural power, improve the risk management mechanism of agricultural power enterprises, carry out risk management training, and enhance risk management skills.

Secondly, we should attach great importance to the construction of organizational structures for agricultural power management in grid provinces and prefecture level cities, establish a sound agricultural power management system with clear responsibilities, equal rights, and effective control, unify management standards, clarify management objectives, and improve assessment and incentive systems. Strengthen the management of comprehensive rural electricity plans and solidly carry out the comprehensive strength evaluation of county power supply enterprises. Strengthen the management of rural power line losses, promote the application of the "Rural Power Grid Comprehensive Loss Reduction Auxiliary Decision System", promote the use of energy-saving and loss reduction technology, and strengthen the efforts of technical loss reduction. Steadily promote the standardization construction of power supply stations, refine work requirements, evaluate 100 new standardized demonstration power supply stations, and promote the construction experience of demonstration stations.

Thirdly, we need to deepen the benchmarking work of rural electricity innovation industry. Strengthen the process control and work guidance of county power supply enterprises, introduce two-dimensional benchmarking methods, highlight the control of enterprise operating costs, solve the problems of extensive cost control and low average service life of equipment in some county power supply enterprises, guide enterprises to increase revenue and reduce expenses, improve work efficiency and enterprise benefits.

Mid year completion status: State Grid Corporation of China has issued guidance on identifying and addressing prominent contradictions and problems in county power supply enterprises; Established a leadership organization for investigation and governance work, strengthened cross departmental and cross professional coordination and cooperation, and professional guidance; We have established a work notification and supervision mechanism, and have organized inspections on the investigation and governance work of 10 provincial companies. Each provincial company held a special meeting, established work organizations, improved work mechanisms, formulated implementation plans, and completed various tasks in the mobilization and deployment stage.

As of the end of June, power companies in various provinces (regions, cities) have identified a total of 11216 conflicts and problems, of which 8432 have been rectified, with a rectification rate of 75.18%. Among them, there are 1794 contradictions and problems that must be rectified immediately, of which 1744 have been rectified, with a rectification rate of 97.21%; There are 9422 contradictions and problems that need to be gradually standardized and resolved, of which 6688 have been rectified, with a rectification rate of 70.98%.

Standardize marketing management, strengthen business expansion and installation management, enhance electricity fee recovery management, and implement electricity fee recovery responsibilities; We have issued the "Expansion and Application of Rural Electricity Charging Models" to guide county power supply enterprises in providing diverse payment services. Actively carried out research and pilot work on agricultural power industry benchmarking with two-dimensional benchmarking as the core, improved the "Agricultural Power Industry Benchmarking Index System", upgraded the benchmarking system, established a basic information framework for benchmarking work, and released benchmarking information for 2010.

Seriously carry out agricultural power innovation work with dynamic management as the main content, establish a database of innovation experts, and organize a review of enterprises that have been named for five years; Two innovation training seminars were held. Hebei, Henan, Shandong, Fujian, and Jiangsu power companies have conscientiously carried out dynamic enterprise reviews, and the benchmarking work of rural power innovation industry has achieved significant results.
