Then, the oil flows from the actuator port through the throttle port in the outlet throttle seat valve to the spring chamber, and then to the oil tank. This flow creates a pressure difference through the throttle port in the outlet throttle seat valve, which needs to be subtracted from the actuator oil port pressure to reduce the pressure in the outlet throttle spring chamber. When the pressure in the outlet throttle spring chamber drops sufficiently low, the actuator oil port pressure acting on the annular area will overcome the pressure in the outlet throttle spring chamber and open the outlet throttle seat valve, pushing the seat valve push rod.
