To maintain the bottom line of quality, the environmental protection department has established a strict management system. A city has several nationally controlled air stations, and under the same weather conditions, the monitoring data trend should be the same. If the data trend of one station is inconsistent with that of other stations, an alarm will be triggered. The remote quality control system has functions such as change tracking and abnormal alarm. All areas around the national control station building are equipped with video surveillance systems. As long as someone enters this area, they will be captured by cameras, blocking the loophole of artificial fraud.

Based on data analysis, petition reports, and other clues, the Ministry of Environmental Protection organized relevant experts to conduct on-site inspections at the national control station without informing the experts of the inspection location and content, and without notifying the environmental protection department of the inspected area in advance. The Xi'an environmental quality monitoring data fraud case, which is of social concern, was discovered during the "flight inspection".

The efforts of the environmental protection department alone are not enough. At the end of last year, the Supreme People's Court and the Supreme People's Procuratorate issued an explanation on several issues related to the application of laws in handling criminal cases of environmental pollution, clarifying that personnel engaged in the maintenance and operation of environmental monitoring facilities who commit or participate in acts such as tampering, forging automatic monitoring data, interfering with automatic monitoring facilities, and damaging environmental quality monitoring systems should be punished severely. Judicial departments in various regions have also discovered and investigated cases of environmental monitoring data fraud.

It is reported that the monitoring authority for 2767 nationally controlled surface water sections in China will be completed soon, and the quality management system for environmental monitoring in China will be further improved.
