According to the relevant decisions and arrangements of the provincial government, and in accordance with the principles of "complying with laws and regulations, handling special matters in a special manner, and prioritizing urgent needs" and the requirements of deepening the "three services" activities, our company started construction and resumption of work on February 24th. We hereby notify you of the following matters related to epidemic prevention and control and enterprise resumption of work and production resource element guarantee services:
1、 The Five Essentials
(1) We need to manage the health of all employees. Employers should mobilize personnel from high-risk areas to temporarily postpone returning to work, and arrange for 14 days of quarantine observation for those who have already returned; Establish health records for each employee, conduct health checks on all employees on the day of resuming work, observe their body temperature and physical signs twice a day after resuming work, and isolate immediately if any abnormalities are found; To establish or appoint health coordinators to supervise and inspect the implementation of epidemic prevention and control work in our unit.
(2) Comprehensive hygiene and disinfection are required. Employers and property service agencies must conduct comprehensive sanitation and disinfection on all production and operation sites (including office buildings, shopping malls, businesses, enterprise factory areas, etc.) before resuming work. After resuming work, they must conduct disinfection and sterilization and epidemic prevention twice a day. Key areas with concentrated personnel such as elevators, meeting rooms, workshops, canteens, dormitories, and sanitary places should be disinfection and sterilization and ventilated for many times.
(3) Encourage dispersed dining. Employers should strictly control the number of people dining at the same time, adopt measures such as meal allocation and staggered dining, and avoid crowded dining and face-to-face dining. Units with canteens should strengthen canteen hygiene and dining management; For units without canteens, it is recommended that employees bring their own meals and order less takeout.
(4) We need to strengthen personal protection. All employees should consciously undergo temperature checks, pay attention to personal hygiene, wear masks, wash hands frequently, and keep the work area clean. Try to avoid using public transportation for commuting and encourage walking, cycling, or taking private cars to work. Employers should prepare epidemic prevention equipment such as masks and disinfectant for employees to use.
(5) We need to carry out publicity and education. Employers should hang epidemic prevention and control propaganda banners and post notices in prominent locations at production and business premises, distribute epidemic prevention and control materials to employees, promote epidemic prevention and control knowledge, mobilize all staff to participate in responding to the epidemic, and strengthen social prevention and control.
2、 Five Don'ts
(1) Do not start or resume work ahead of schedule. Except for those that have already started work (or are in operation) and those that are necessary for ensuring urban operation, epidemic prevention and control, people's livelihood, and other important national economy and livelihood issues, other enterprises must not resume work before 24:00 on February 23 according to their own situation.
(2) Do not conceal the illness or epidemic situation. If an employee experiences discomfort symptoms such as fever, fatigue, dry cough, or has a history of living in Hubei, or has had close contact with confirmed or suspected cases, the employer should immediately report to the township (street) where they are located and must not miss the report.
(3) Don't gather in groups. All employees should reduce door-to-door visits, refrain from participating in public gatherings, avoid going to public places such as cinemas, restaurants, and densely populated areas with poor air circulation. Try to minimize going out unless necessary for medical treatment or epidemic prevention and control work. Employers should reduce centralized meetings and make full use of telephone, internet, etc. to carry out daily office work, business negotiations, and employee recruitment.
(4) Don't believe rumors and spread them. All employees should actively pay attention to the dynamics of the epidemic and prevention and control knowledge, not believe rumors, not spread rumors, and not disrupt social public order.
(5) Do not harm the rights and interests of employees. Employers should ensure appropriate treatment for temporarily suspended personnel during the epidemic period in accordance with policy requirements, and prioritize arranging annual leave; To ensure that sick employees are entitled to medical treatment and sick leave pay in accordance with the law.
