Regarding the education departments (education commissions) of provinces and municipalities directly under the central government, as well as higher education institutions:

According to the Interim Measures for the Construction and Management of Key Laboratories in Higher Education Institutions (hereinafter referred to as the "Interim Measures"), in order to ensure the sustained and stable development of laboratories and strengthen standardized laboratory management, based on the recommendations of the education departments (education commissions) of various provinces and municipalities directly under the central government and relevant universities, our company has carefully studied and assessed, and agreed to appoint Professor Song Yongchen, Academician Cen Kefa, and others as the directors of the Ministry of Education's key laboratories such as "Marine Energy Utilization and Energy Conservation" and the academic committee (see the specific list in the attachment).

According to the Interim Measures for Management, the term of office of laboratory directors and academic committee directors shall be consistent with the evaluation cycle. For laboratories participating in the evaluation, their term of office shall be until the end of the next round of evaluation; For laboratories that do not participate in the evaluation, their term of office shall not exceed 5 years and they shall be reappointed after the end of their term.

We hope that relevant departments and universities can further clarify the responsibilities of laboratory directors, fully leverage the role of academic committees, strengthen standardized management and supervision of laboratories, and continuously create better environments and conditions for the development of laboratories to ensure the sustainable development of key laboratories under the Ministry of Education.
