In order to ensure the organization and implementation of national key research and development plans, standardize the management and use of national key research and development plan funds, and in accordance with the "Several Opinions of the State Council on Improving and Strengthening the Management of Central Financial Scientific Research Projects and Funds" (Guofa [2014] No. 11), the "Notice of the State Council on Deepening the Management Reform Plan of Central Financial Science and Technology Plans (Special Projects, Funds, etc.)" (Guofa [2014] No. 64), the "Notice of the General Office of the Communist Party of China Central Committee and the General Office of the State Council on Further Improving the Management of Central Financial Scientific Research Project Funds and Other Policies", as well as relevant national financial regulations and financial management systems, we have formulated the "Measures for the Management of National Key Research and Development Plan Funds".
