The US Consumer Product Safety Commission (CPSC) recently passed the revised ASTMF963-11 standard, which is the toy safety standard for consumer safety regulations. The revised standard imposes limits on the content of toxic metals such as antimony, arsenic, barium, cadmium, chromium, lead, and selenium compounds in toy substrates.
The previous F963 standard only targeted the surface coating of toys, while the revised standard has expanded the scope of restrictions to include the substrate of toys. In addition, the new standard has lowered the limits for lead and cadmium in toy surface coatings to 90ppm and 60ppm, respectively.
Due to the presence of unsafe factors in certain toys, many countries around the world have established safety standards for children's toys. Toys must be inspected and marked on the product if they meet the standards. Otherwise, they are not allowed to be produced, sold, or imported. Most countries adopt the Toy Safety Standards developed by the Toy Industry Committee. It is reported that the new toy standards in the United States will be enforced on June 12, 2012.
The main revision of the new version of ASTM F963 for heavy metal testing requirements is:
1. Increase the lead requirement for the substrate and include the lead requirement for the substrate in CPSIA;
2. The solubility limits of other heavy metals should be consistent with the EU toy safety standard EN71;
3. Mixed testing is allowed for the total content of heavy metals, but soluble migration testing is not allowed;
4. Increase the screening method for total heavy metal content. When the total content is less than the soluble content, there is no need to test the soluble heavy metal content; The laboratory can choose other methods with validated accuracy, such as XRF testing.
5. Cadmium * is proposed for metals that meet the definition of small components;
6. Exemption for substrates that are not accessible or cannot be ingested or sucked, while following up on the exemption in 16 CFR 1500.91; Specially indicate that toys under 6 years old are more likely to come into contact with the mouth
