Chengdu Institute of Metrology and Testing (hereinafter referred to as the Institute) is one of the earliest professional institutions for metrological verification established in China. It is a public welfare and comprehensive statutory metrological verification institution authorized by the state. It has established the National Urban Energy Metrology Center (Chengdu), the National Metrology Data Construction and Application Base (Emergency and Life Support Medical Equipment) (under construction), and the Sichuan Cold Chain Logistics Industry Metrology and Testing Center. It has gone through more than 60 years of history so far. The main responsibilities are:

（1） Provide support and guarantee for government agencies: undertake the establishment of measurement standards and social public measurement standards, and carry out measurement technology guarantee work for value transmission; Undertake tasks such as mandatory calibration of measuring instruments within the authorized scope, supervision and inspection of measuring instrument product quality and commodity quantity, and arbitration calibration in accordance with the law; Undertake or participate in the formulation and revision of metrological technical specifications, as well as tasks such as metrological comparison; Undertake the metrological technical support work for administrative law enforcement.

（2） Provide public welfare services to society: undertake the work of quantity traceability guarantee to meet the needs of social development; Undertake energy measurement technology research, energy efficiency testing, and energy efficiency evaluation, providing measurement technology support for energy conservation and emission reduction; Undertake testing services for the entire traceability chain, lifecycle, and industry chain of the cold chain industry; Participate in verification, calibration, inspection and testing, provide relevant technical services, and conduct method research.
