This article analyzes and discusses the content of the contingency plan, emergency rescue system, emergency warning and information release, and prevention of dangerous goods safety from multiple aspects.
1、 Content of the contingency plan
It is an emergency expert group composed of emergency management departments at all levels, corresponding units, and experts, formulated according to the actual situation. The plan mainly includes the following aspects:
1. Establishment and responsibilities of emergency response plan agencies.
The executing agency of the emergency plan is under the unified command of the emergency management department. Depending on the specific situation, some branch offices and cooperating units will also be established. In emergency operations, various departments need to coordinate and cooperate to efficiently carry out their respective responsibilities.
2. Emergency action plan.
It is necessary to clarify various emergency action plans. For example, how to organize emergency rescue, emergency explosive discharge, personnel evacuation, hazardous material disposal, and medical treatment. These action plans need to be combined with different scenarios and situations to be thorough and specific.
3. Classification of hazardous areas.
After a nuclear, biological, and chemical accident occurs, personnel in the surrounding area need to be evacuated in a timely manner. The plan should clearly define the division of hazardous areas and develop detailed evacuation plans to ensure personnel safety.
4. Equipment configuration and use.
The equipment used for nuclear, biological and chemical emergency rescue is different from ordinary emergency rescue. The contingency plan needs to list in detail the required equipment and quantity, and specify the usage methods and standards of the equipment to ensure the effectiveness and safety of the rescue.
2、 Emergency rescue system
The nuclear, biological and chemical emergency rescue system is the core part, which is a set of emergency rescue systems with clear division of labor and coordinated cooperation. Due to the great threat of nuclear, biological and chemical accidents to human health, the emergency rescue system is also very complex. Professional rescue personnel, equipment, and gear are required.
The emergency rescue system generally consists of the following main components:
1. Emergency Command Center.
The emergency command center is responsible for emergency command, coordination, and commanding of various emergency rescue operations in nuclear, biological, and chemical emergencies. The department needs unified leadership and deployment to be able to quickly respond to emergencies.
2. On site command center.
The on-site command center is responsible for directing on-site rescue operations, compiling accident related information, and reporting to the emergency command center in a timely manner.
3. Professional rescue team.
Professional rescue teams are responsible for evacuating, rescuing, and providing medical treatment to personnel in hazardous areas. The team should include professionals such as the military and firefighters, who can flexibly respond to various severe situations.
