Huaneng Dalian Power Plant is located on the coast of Dalian Bay, close to Dalian Economic and Technological Development Zone, and about 30 kilometers away from the city center. The factory was founded as a joint venture in 1986, mainly utilizing foreign investment to introduce modern equipment with advanced levels from the 1980s. It was completed and put into operation in 1988. The two sets of thermal power generation units put into use in the first phase of the project have a power generation capacity of 700000 kilowatts.
