With the development of society and the increasing needs of production and life, inspection and testing are becoming more and more important. To ensure food safety, we need to test the quality of food; To ensure drug safety, we will conduct drug testing; To ensure the quality and quantity of pollution control work, we will monitor the environment... The market demand has given rise to numerous inspection and testing institutions. According to data, there are currently nearly 40000 inspection and testing institutions in China, issuing up to 400 million testing reports annually. These inspection and testing institutions have a significant positive impact on promoting economic and social development. However, the market has spontaneity, and where there are benefits, there are often disharmonious factors. In recent years, thanks to the sharp increase in demand for inspection and testing in China, the development prospects of the inspection and testing industry have been promising. However, various industry chaos has gradually emerged, such as data fraud and issuing certificates without inspection. Ensuring the authenticity of data is fundamental for detection and testing. Because numerous facts have proven that the negative impact of data fraud is enormous, such as this year's NASA rocket crash, which was caused by metal suppliers tampering with data and providing fake and inferior aluminum materials. A falsified data resulted in the destruction of two rockets worth $700 million and NASA's years of research efforts, demonstrating the importance of data authenticity. Therefore, in order to crack down on illegal activities such as "issuing inspection and testing data and results directly without inspection and testing", "tampering with or fabricating original data, and issuing inspection and testing data and results", and to strengthen the management of inspection and testing institutions, China has carried out "double random" spot checks on qualification certification inspection and testing institutions, and at the same time carried out "double random" spot checks on provincial-level qualification certification inspection and testing institutions. On June 13th, the deployment meeting for supervision and spot checks was held in Beijing. The meeting clarified that this spot check work will be jointly carried out by the Accreditation and Inspection Supervision and Management Department of the State Administration for Market Regulation, the Ecological Environment Monitoring Department and Atmospheric Environment Department of the Ministry of Ecology and Environment, and the Science and Technology Department of the National Medical Products Administration. According to the requirements of the "Notice on Organizing the Supervision and Random Inspection of Inspection and Testing Institutions in 2019", the three departments will jointly conduct random inspections of inspection and testing institutions in the fields of environment, motor vehicles, food, medical devices, etc. according to a certain proportion. Among them, when conducting random inspections of qualification recognition inspection and testing institutions, the proportion of ecological environment monitoring is 50%, the proportion of motor vehicle inspection is 100%, the proportion of food inspection institutions is 20%, and the proportion of medical device inspection institutions is 50%. The overall proportion of random inspections is 8%, covering 300 institutions. The inspection objects and law enforcement inspectors are randomly selected from the "List of Qualification Recognition Inspection and Testing Institutions" and the "List of Administrative Law Enforcement Inspectors of Inspection and Testing Institutions". Provincial qualification certification inspection and testing institutions conduct "double random" spot checks, which are organized by the market supervision bureaus (departments, commissions) of each province, autonomous region, municipality directly under the central government, and Xinjiang Production and Construction Corps in conjunction with the ecological environment department (bureau) and the drug supervision bureau. For areas with high social attention, many letters and complaints, and concentrated risk issues, the spot check ratio should be appropriately increased, key inspections should be implemented, and supervision and management should be strengthened. The schedule for this sampling inspection is as follows: on-site inspections are generally concentrated in June July 2019, re examination and situation summary work are completed by the end of September, and follow-up processing of inspections is completed by the end of October. Managing inspection and testing institutions is beneficial for ensuring the authenticity of inspection data and providing convenience for production and daily life. I believe that with the progress of this sampling work, China's inspection and testing institutions can obtain a certain degree of standardization.
