This standard is formulated to implement the Environmental Protection Law of the People's Republic of China, the Law of the People's Republic of China on the Prevention and Control of Water Pollution and the Marine Environmental Protection Law of the People's Republic of China, control water pollution, protect the good state of surface water and groundwater quality in rivers, lakes, canals, channels, reservoirs and oceans, safeguard human health, maintain ecological balance, and promote the development of the national economy and urban and rural construction.

Alternative standards:GB18466-2005 partially replaces GB 8978-1996、GB 20426-2006 partially replaces GB 8978-1996, and GB 20425-2006 partially replaces GB 8978-1996

Announcement No. 35 of 2005 by the State Environmental Protection Administration (excerpt)

GB18466-2005 Discharge Standards for Water Pollutants in Medical Institutions

From the date of implementation, this standard replaces the relevant parts of the "Comprehensive Wastewater Discharge Standard" (GB8978-1996) regarding the discharge of water pollutants from medical institutions, and replaces the "Requirements for Wastewater Discharge from Medical Institutions" (GB18466-2001). The above standards are mandatory standards published by China Environmental Science Press and implemented from January 1, 2006.

(Partial replacement of GB 20426-2006GB 8978-1996 GB 16297-1996 Implemented on October 1, 2006

In order to control the emission of pollutants from raw coal mining, coal preparation, and coal storage and loading/unloading sites, ensure human health, protect the ecological environment, and promote the sustainable development of the coal industry, this standard is formulated in accordance with the Environmental Protection Law of the People's Republic of China, the Water Pollution Prevention and Control Law of the People's Republic of China, the Air Pollution Prevention and Control Law of the People's Republic of China, and the Solid Waste Pollution Prevention and Control Law of the People's Republic of China. This standard specifies the emission limits of water pollutants from raw coal mining and coal preparation, the emission limits of air pollutants from coal surface production systems, and the technical requirements for pollutant control in coal gangue stacking sites, coal storage and loading and unloading sites belonging to coal mining and selection enterprises. This standard is applicable to the pollution prevention and management of existing coal mines (including open-pit coal mines), coal preparation plants and their affiliated coal gangue stacking yards, coal storage and loading and unloading sites, as well as the environmental impact assessment, environmental protection facility design, completion environmental protection acceptance and pollution prevention and management of coal industry construction projects after production.[2

(Partial replacement of GB 20425-2006GB 8978-1996 implemented on January 1, 2007

In order to implement the Environmental Protection Law of the People's Republic of China, the Water Pollution Prevention and Control Law of the People's Republic of China, and the Marine Environmental Protection Law of the People's Republic of China, promote the sustainable development of China's saponin industry and improve the level of pollution prevention and control, safeguard human health, and maintain ecological balance, this standard is formulated. This standard specifies the daily maximum allowable discharge of water pollutants per ton of product in saponin industry enterprises, the daily average concentration limit of water pollution control indicators, and the maximum allowable discharge of water pollutants per ton of product in two time periods. This standard is applicable to the management of water pollutant emissions in industrial enterprises that produce saponins and only produce saponin hydrolysates, as well as the environmental impact assessment of saponin industry construction projects, the design of environmental protection facilities for construction projects, completion acceptance, and water pollution control and management after production. From the date of implementation of this standard, the pollutant emissions of saponin industrial enterprises shall comply with this standard and shall no longer comply with the relevant emission limits in the Comprehensive Wastewater Discharge Standard (GB 8978).

content

This standard specifies the maximum allowable discharge concentration for 69 types of water pollutants and the maximum allowable discharge volume for some industries based on the direction of sewage discharge, divided by years.

scope

This standard is applicable to the discharge management of water pollutants in existing units, as well as the environmental impact assessment of construction projects, the design of environmental protection facilities for construction projects, completion acceptance, and discharge management after production.

According to the principle of non overlapping implementation between national comprehensive emission standards and national industry emission standards, the paper industry implements the "Paper Industry Water Pollutant Discharge Standard (GB3544-92)", the ship industry implements the "Ship Pollutant Discharge Standard (GB3552-83)", the ship industry implements the "Ship Industry Pollutant Discharge Standard (GB4286-84)", the marine oil development industry implements the "Marine Oil Development Industry Oil containing Wastewater Discharge Standard (GB4914-85)", the textile dyeing and finishing industry implements the "Textile Dyeing and Finishing Industry Water Pollutant Discharge Standard (GB4287-92)", the meat processing industry implements the "Meat Processing Industry Water Pollutant Discharge Standard (GB13457-92)", and the synthetic ammonia industry implements the "Synthetic Ammonia Industry Water Pollutant Discharge Standard (GB13458-92)". The steel industry implements the "Emission Standards for Water Pollutants in the Steel Industry (GB13456-2012)", The use of aerospace propellants shall comply with the "Emission Standards for Water Pollutants from Aerospace Propellants (GB14374-93)", the weapons industry shall comply with the "Emission Standards for Water Pollutants from Weapon Industry (GB14470.1-14470.3-93 and GB4274-4279-84)", the phosphate fertilizer industry shall comply with the "Emission Standards for Water Pollutants from Phosphate Fertilizer Industry (GB15580-95)", the caustic soda and polyvinyl chloride industries shall comply with the "Emission Standards for Water Pollutants from caustic soda and polyvinyl chloride Industry (GB15581-95)", and other water pollutant emissions shall comply with this standard.
