The conference is themed "Intelligent Innovation of Oil and Gas, Leading Deepwater, Green Future", aiming to build a high-level, international chemical exchange and industrial cooperation platform in the field of deepwater oil and gas and hydrates. 432 representatives from over 100 universities, research institutes, and enterprises from 8 countries including China, the United States, Russia, the United Kingdom, Norway, Brazil, Singapore, and Bangladesh attended the conference.

The conference was co sponsored by China University of Petroleum (East China), Sun Yat sen University, Offshore Oil Branch of China Petroleum Society, National Engineering Research Center for Oil and Gas Drilling and Completion Technology, Natural Gas Hydrate Professional Committee of China Renewable Energy Society, and co hosted by China University of Petroleum (East China), Sun Yat sen University, Guangzhou Energy Research Institute, Deep Oil and Gas National Key Laboratory, and other units.
